As the name suggests, Solar Panels need sunlight in order to generate power. Solar Panels will generate no power at night, and greatly reduced power during storms. In order to generate power, the panel must be the tallest block in it's location, i.e. only air can be above the Solar Panel. For these reasons, Solar Panels are more suited for above-ground bases.
